“Clear and Bright” campaign 

Voluntary code

The Cyberspace Administration of China (CAC) has launched the “Clear and Bright” campaign to rectify online misconducts since 2021. CAC will promulgate different policies and implement specific actions each year.

  • Illegal information (eg, obscenity, pornography, gambling, violence, homicide, terror, etc.)
  • Adverse information (eg. speculating in gossip, scandal or notoriety, inciting mass or regional discrimination, presenting bloodiness, horror or cruelty, etc.) 

   Territorial scope

The measures apply to the internet information services and the internet information contents which are provided in China.


   Penalties and enforcement

Administrative fine up to RMB 500,000, confiscation of illegal incomes, operational penalties (including orders for suspension of relevant business, shutdown of relevant website and revocation of business licenses), and potential criminal liabilities.
