Whilst the MIIT continues to crack down on mobile applications that infringes individuals’ interests in personal information, four ministries jointly issued the regulations setting out the scope of personal information necessary for common mobile applications to provide their essential functions. Under this regulation, operators of relevant mobile applications cannot refuse to provide the essential functions to its users if they refuse to provide personal information that is outside the specified scope.

The newly-published measures on online trading impose specific data protection obligations on all parties selling goods or provide services through the internet, including through social networks and livestreaming.
