A formal opinion issued on 26 February 2025 by the French National Consultative Commission on Human Rights calls for an integrated and inclusive approach to environmental diplomacy within the COP framework. It highlights the objectives of the three COPs held in 2024: implementing the Kunming-Montreal Agreement for biodiversity, defining a new financial objective for the climate COP, and adopting a binding instrument to combat desertification.

The opinion stresses the urgency of addressing climate change, biodiversity loss, and pollution, noting their significant adverse impact on human rights. Despite repeated calls for action from civil society, scientists and countries, human rights considerations have been inadequately integrated into COP negotiations and outcomes.

The Commission emphasizes the need for international cooperation in addressing environmental, social, and economic issues, advocates for inclusivity in decision-making, particularly of those from marginalised and vulnerable communities. A comprehensive and inclusive approach to environmental diplomacy, recognizing the interconnectedness of global challenges and the need to integrate human rights into environmental policies and actions.
