On 9 November 2016, the European Council announced that six members of the State Duma of Crimea have been added to the list of persons subject to restrictive measures in respect of actions undermining Ukraine's territorial integrity, sovereignty and independence.
This addition was effected by Council Decision (CFSP) 2016/1961 of 8 November 2016 (the "Decision"), amending Council Decision 2014/145/CFSP. The Decision and Implementing Regulation (EU) 2016/1955 of 8 November 2016, extend the EU's current asset freeze and travel ban to Ruslan Ismailovich Balbek, Konstantin Mikhailovich Bakharev, Dmitry Anatolievich Belik, Andrei Dmitrievich Kozenko, Svetlana Borisovna Savchenko and Pavel Valentinovich Shperov. These measures came into force upon publication in the Official Journal on 9 November 2016.
The EU's sanctions regarding Ukraine's territorial integrity will now apply to a total of 152 persons and 37 entities. The measures were introduced in March 2014 and are currently due to remain in force until 15 March 2017. The list of persons and entities currently subject to these restrictions can be found here. Note that the EU also maintains a separate asset freeze in relation to the misappropriation of Ukrainian state funds.
