Mónica is an associate with experience in the public law and environment practices in the Madrid office.
She advises lenders, developers, large companies, investment banks, private equity firms and government entities on public law, regulatory, environmental and governance advice with a focus on the energy and infrastructure.
Background
She has a dual degree in Law and Political science by Universidad Pontificia Comillas (ICADE)(Spain), partially studied at Kingston University London (UK) with a diploma in International relations. She also has a master's degree for Admission to the Bar by Universidad Carlos III de Madrid (Spain). She speaks Spanish and English. She is a member of the Ilustre Colegio de la Abogacía de Madrid (ICAM – Madrid Bar Association).
Prior to joining the firm, she worked for another Spanish leading law firm for two years specialising on the urban planning sector.

Selected matters
- Quercus Real Assets on the regulatory aspects related to the disposal of 11 photovoltaic plants located in Andalusia, Navarra and Aragón comprising over 700MW of installed capacity. Our analysis comprised the permitting status of these photovoltaic plants, including compliance with milestones under RDL23/2020, among others
- a global investment group on the environmental processes and hindrances related to the development of biogas and biomethane projects in Spain
- Noatum on the regulatory advice related to the process of its €600 million disposal to Abu Dhabi Ports Group. Our advice included the analysis of the port concessions held by several of the companies, together with their corresponding licenses, authorisations and registrations, as well as the review of the environmental aspects and the contentious proceedings in which the companies were involved
- a pan-European renewable energy investment platform on the public law aspects related to the acquisition of the 100% of the share capital of seven project companies which, in turn, own seven photovoltaic projects comprising 270MW. From a public law perspective, it is of special relevance the location of these projects under development. Castilla y León has recently approved and applied strict criteria for the purposes of authorising renewable projects and also for transferring them. Additionally, the Regional Government is planning to approve a new decree regulating additional requirements for projects to be developed. In the context of the transactions, we needed to analyse in depth all these provisions and criteria to assess the potential legal risks and the constraints for the client in the scenario of future transactions
- ERG on its bid for the acquisition of EDPR's stake in eight wind plants located in Cataluña and Castilla La-Mancha, Spain. From a public law perspective, our advice was particularly comprehensive in terms of Spanish renewable energy regulation and transactional support according to Spanish market standards
