Patrick Rowley
Patrick is a solicitor in our Projects, Energy and Infrastructure team specialising in construction and infrastructure projects.
Patrick advises government, private sector and not-for-profit clients on major infrastructure, construction and general commercial transactions, with a particular focus on social infrastructure, public private partnerships and complex government procurements.
Patrick’s extensive background as a project director and commercial director on significant government infrastructure projects, prior to transitioning to commercial law, enables him to comprehend the complex commercial and technical needs of his clients.
Patrick possesses substantial experience in advising on all facets of major project transactions, including project and construction risk allocation, competitive tender processes, government procurement, equity and debt financing, security arrangements, and project and corporate due diligence. His expertise extends to advising a diverse range of corporate clients, project sponsors, government entities, builders, lenders, and not-for-profit organisations.
Background
Patrick holds a Bachelor of Arts (International Relations and History), Master of Arts (Strategy and Security) and a Master of Business from the University of New South Wales. He also holds a Juris Doctor from the University of Sydney. Patrick is admitted as a solicitor in the Supreme Court of New South Wales and the High Court of Australia.

- Railconnect (a consortium of Mitsubishi Electric, Hyundai Rotem and UGL) on delivery of its $2.3 billion New Intercity Fleet rollingstock programme.
- The Commonwealth Department of Foreign Affairs & Trade (DFAT), through the Australian Infrastructure Financing Fund for the Pacific (AIFFP) on the funding and procurement of numerous projects in the Pacific, including Nauru Airport and Kiribati Port.
- Bradfield Development Authority on the master planning and development of the Bradfield City Centre including investment attraction strategies.
- PsiQuantum on its project to build the world’s first utility-scale quantum computer at a site near Brisbane Airport, Brisbane, Australia, in partnership with the Australian Commonwealth and Queensland Governments. The project is backed by a $940M AUD ($620M USD) financial package, consisting of equity, grants, and loans.
