Rachel is a solicitor in our Projects, Energy and Infrastructure team specialising in construction and infrastructure projects. 

Rachel advises government, private sector and not-for-profit clients on major infrastructure, construction and general commercial transactions, with a particular focus on social infrastructure, public private partnerships and complex government procurements.

Rachel has extensive experience in advising on all aspects of major project transactions, including project and construction risk allocation, competitive tender processes, government procurement, equity and debt financing, security arrangements and project and corporate due diligence. This involves advising a broad range of corporate clients, project sponsors, government entities, builders, lenders and not-for-profit clients.

Background

Rachel holds a Bachelor of Laws (First Class Honours) and a Bachelor of Science in Biomolecular Sciences from Macquarie University. Rachel is admitted as a solicitor in the Supreme Court of New South Wales.

  • Transport for NSW on the Circular Quay Renewal project to deliver an upgrade and renewal of the Circular Quay ferry wharves and surrounding precinct
  • the Commonwealth Department of Foreign Affairs & Trade (DFAT), through the Australian Infrastructure Financing Fund for the Pacific (AIFFP) on the funding and procurement of numerous projects in PNG and Pacific, including PNG Ports, PNG Roads, Timor-Leste Airport, PNG Power Sector Development Program
  • Community housing providers and other organisations in relation to applications made to Housing Australia for funding under the first funding round for the $10 billion Housing Australia Future Fund Facility (HAFFF)
  • NSW Department of Communities and Justice on ongoing advice in relation to the first two phases of the $1.1 billion Social and Affordable Housing Fund
  • Western Parklands City and the Western Sydney Aerotropolis on the master planning and development of the Western Parklands City and the Western Sydney Aerotropolis for the Western Parkland City Authority, including investment attraction strategies
