Richard specialises in strategic competition law advice including regulated industries, merger clearances and ACCC authorisations.

Richard is a competition and regulatory lawyer with a particular focus on competition and regulation of infrastructure assets and energy markets, including electricity and gas networks and markets. Before joining Herbert Smith Freehills in 2015, Richard worked at another firm based in Brisbane. Richard is now located in Sydney.

Richard prides himself on being an innovative and entrepreneurial lawyer, taking a strategic approach when interacting with regulators. Richard works across a broad range of sectors including energy, infrastructure, and telecommunications. He has acted in a number of competition disputes and provided strategic advice, achieving successful outcomes for clients.

Background

Richard graduated with first class honours in Economics and Law from Victoria University Wellington, as well as a master of laws degree from University of Chicago. Richard is admitted in the Supreme Court of New South Wales, Supreme Court of Queensland and the High Court of New Zealand.

  • Origin on its proposed acquisition by Brookfield including assistance during the authorisation process under the Competition and Consumer Act 2010.
  • Santos on a variety of compliance and enforcement matters under the National Gas Law and Competition and Consumer Act.
  • AGL on a variety of regulatory and competition law issues including its application for authorisation from the Australian Competition Tribunal to acquire Macquarie Generation.
  • TransGrid on a variety of regulatory and competition law issues including in relation to the Integrated Service Plan and development of new transmission network.
