Spencer is a director in the Projects, Energy and Infrastructure practice group specialising in non-contentious construction and engineering matters.

Spencer has over 20 years post admission experience and advises lenders, developers, contractors and public/ government entities in respect of engineering, procurement, and construction mandates within the major projects, energy, and infrastructure sectors in Africa and abroad.

Spencer has extensive EPC and O&M expertise in renewable energy technologies, including wind, solar (photovoltaic and concentrated solar), hydro, gas, coal, hybrid facilities, green hydrogen, green ammonia, and biomass. His experience further spans drafting and negotiating contracts for large-scale infrastructure projects, including limited recourse and balance sheet-funded developments such as warehouses, housing, logistics platforms, offices, pipelines, production plants, process plants, fuel storage bunkers, factories, border posts, water facilities, and roads.

Spencer has advised clients across key sectors, including infrastructure, energy & power, healthcare, water, construction & engineering, industrials, and real estate.

He has advised on mandates in various jurisdictions such as South Africa, Zambia, Zimbabwe, Botswana, Namibia, the Republic of Mauritius, Tanzania, the Democratic Republic of Congo, India, Colombia, Egypt, New Zealand, Tunisia, and the Sultanate of Oman.

  • PPP transaction relating to the modernisation of the Zimbabwe Border Post, acting as lead lawyer in respect of the construction and engineering work stream*
  • lead EPC lawyer in respect of all construction and maintenance-related work streams for three natural gas pipelines*
  • lead EPC lawyer for a 100MW green ammonia project in Ain Sokhna, Egypt, with related wind and solar renewable energy resources*
  • acting for sponsors in respect of a 75MW hybrid facility (PV solar, battery energy storage system, and generator sets) under the emergency power round in South Africa*
  • Mulilo Renewable Energy (Pty) Ltd as majority equity sponsor in respect of two wind energy power projects, including drafting and negotiating the EPC and O&M contracts*
