Kwok is a market-leading TMT lawyer who uses his deep sector expertise and over two decades of experience to help his clients on their most significant matters. He also co-leads our Global TMT Sector team.

Kwok advises on a broad range of commercial transactions, including IT contracts such as cloud services contracts, outsourcings and procurements, telecommunication agreements, media agreements, joint ventures and alliance arrangements. Kwok’s clients appreciate his clear thinking and his pragmatic approach to helping them achieve their commercial objectives.
 
Kwok also assists his clients navigate an increasingly dynamic and complex regulatory landscape, finding the most practical and commercial solutions available to challenging matters, balancing compliance requirements with commercial, operational and technical drivers. The regulations he advises on typically fall into one of three categories: Data focussed (e.g. privacy, critical infrastructure, cyber security) TMT sector focussed (e.g. telecommunications, broadcasting, gaming and wagering) or consumer protection focussed (e.g. online harm regulations, unfair contract terms regime).
 
In his role as the Global TMT Sector co-lead, Kwok is responsible for leading the firm’s strategy in the TMT sector, with a particular focus on the APAC region, and driving the firm’s thought leadership on important developments impacting the sector including emerging technologies such as drones, autonomous vehicles, artificial intelligence (AI), immersive technology, digital assets and quantum computing.

Background

Originally from the UK, Kwok is qualified in both England & Wales and in New South Wales, Australia. He joined Freehills in 2011 (prior to Freehills merger with Herbert Smith) and became a partner in 2019.

  • Tech companies (from start-ups and scale-up to Big Techs) on commercial and regulatory matters including AI, privacy and data commercialisation, online harm and security regulations.
