SPAIN'S MINISTRY OF ENERGY, TOURISM AND DIGITAL AGENDA HAS PUBLISHED A PROPOSED ROYAL DECREE CALLING A NEW RENEWABLE ENERGY AUCTION

Following the success of last week's auction, the Spanish Government will hold another to award up to 3,000 MW of new renewable energy before the summer to feed into Spain's energy system.

Spain's Prime Minister, Mariano Rajoy, announced the new auction during the inauguration of a conference to discuss plans to prepare a draft bill on Climate Change and Energy Transition.

Bids in last week's auction more than tripled the power awarded and successful bidders all offered the maximum permitted discount. What this means is that the successful projects will not receive an additional premium on top of the income that they receive from the market, in a context of average reference prices.

Renewable technologies have therefore shown that they are competitive at current market prices.

Given the auction's success, there it a special interest in establishing a new installed power quota entitled to the specific remuneration, which will be awarded via auctions further to the one held on 17 May and a draft royal decree text has been approved in this regard.

The new quota will focus on wind and photovoltaic technologies, as it was those technologies that have shown in the first auction a greater ability to compete with conventional technologies in the market, not only from the perspective of a price, but also due to the high volume of power offered.

This Royal Decree establishes a power quota for a new auction to award the specific remuneration to new energy generation facilities using photovoltaic and wind technologies connected to Spain's peninsular power system, with the aim of making progress towards meeting the binding targets established in Directive 2009/28/EC, of the European Parliament and Council, of 23 April 2009, on the promotion of the use of energy from renewable sources.

This text has been sent to the National Markets and Competition Commission to issue a report for that body to put it to public consultation via the Electricity Consultative Council, in accordance with article 7 of Law 3/2013, of 4 June, on the creation of the National Markets and Competition Commission.

Arguments may be submitted within seven business days from the day following the date on which it is published on the portal of the Ministry of Energy, Tourism and Digital Agenda, i.e., from 26 May 2017 to 5 June 2017.

EL MINISTERIO DE ENERGÍA, TURISMO Y AGENDA DIGITAL, HA PUBLICADO AYER LA PROPUESTA DE REAL DECRETO PARA LLEVAR A CABO UNA NUEVA SUBASTA DE ENERGÍA RENOVABLE, QUE PARECE QUE TENDRÁ LUGAR ANTES DEL VERANO

Tras el éxito de la subasta celebrada la semana pasada, el Gobierno llevará a cabo una nueva subasta de hasta 3.000 MW antes del verano para introducir nueva energía renovable en el sistema eléctrico.

Así lo ha anunciado el Presidente del Gobierno, Mariano Rajoy, durante la inauguración de las jornadas de debate para la elaboración del anteproyecto de Ley de Cambio Climático y Transición Energética.

En la pasada subasta, las solicitudes presentadas superaron en más de tres veces la potencia adjudicada y los adjudicatarios ofrecieron el máximo descuento permitido. Esto supone que los proyectos adjudicados se llevarán a cabo sin necesidad de primas adicionales a los ingresos que obtienen por el mercado, en el escenario de precios medios de referencia.

Así pues, las tecnologías renovables demostraron que son competitivas a precios actuales de mercado.

Dado el favorable resultado de esta subasta, se considera de especial interés establecer un nuevo cupo de potencia instalada al que se podrá otorgar el derecho a la percepción del régimen retributivo específico mediante subastas adicionales a la celebrada el pasado 17 de mayo. El nuevo cupo estaría centrado en las tecnologías eólica y fotovoltaica porque han sido estas tecnologías las que han demostrado en la primera subasta una mayor capacidad de competir con las tecnologías convencionales en el mercado, no solo en precio sino también por razón del alto volumen de potencia ofertada.

Este Real Decreto establece un cupo de potencia para una nueva convocatoria para el otorgamiento del régimen retributivo específico a nuevas instalaciones de producción de energía eléctrica de tecnología eólica y fotovoltaica que se ubiquen en el sistema eléctrico peninsular, con el objeto de avanzar en el cumplimiento de los objetivos vinculantes establecidos en la Directiva 2009/28/CE, del Parlamento Europeo y del Consejo, de 23 de abril de 2009, relativa al fomento del uso de energía procedente de fuentes renovables.

Este mismo texto se ha remitido a la Comisión Nacional de los Mercados y la Competencia para informe y para que por ese organismo se realice trámite de audiencia a través del Consejo Consultivo de Electricidad.

Plazo de remisión

El plazo para formular alegaciones, es de siete días hábiles a contar desde el día siguiente hábil al de publicación en el portal del Ministerio de Energía, Turismo y Agenda Digital, es decir desde el 26 de mayo de 2017 al 5 de junio de 2017.
